Hello,

I have a question regarding the conditions for the reproduction of the 
record of proceedings of the National Assembly for Wales. I am a 
researcher in the field of machine translation and natural language 
processing. In our field corpora, that is collections of texts are 
indispensible. There are very few large corpora of Welsh, and almost 
no bilingual aligned corpora of Welsh--English.

There is an aligned corpus for Welsh-English created from the record, 
and I would like to know if I am able to distribute it, that is if the 
copyright waiver applies. I have made this available for you to check 
from the following url:

I am very conscious about copyright which is why I would like to first 
request permission before I distribute it.

Welsh in particular by making the text of the proceedings available

I write regarding your enquiry of 24 January 2008. I can confirm that 
Crown copyright in the Record of Proceedings of the National Assembly 
for Wales is waived as set out in the document 'Guidance - 
Reproduction of the Record of Proceedings, the National Assembly for 
Wales' (found at 
http://www.opsi.gov.uk/advice/crown-copyright/copyright-guidance/repro
duction-of-the-record-of-proceedings-the-national-assembly-for-wales.htm). 
This waiver of Crown copyright means that you do not require formal 
permission for the acts permitted by the note.

The guidance note sets out, amongst others, the following permitted
acts:

a) reproducing and publishing Material in any medium;
b) making multiple copies for distribution and sale;

Thank you for the response.

The two things I wasn't sure about were:

1) My reproduction is only partial. I have 500,000 aligned sentence 
   pairs, not the whole proceedings.

2) The proceedings have been aligned into 1 English sentence to 1 Welsh 
   sentence. The language of the original oration is not indicated. This 
   is a requirement of the process by which we use the texts.

Did you have a chance to check my distribution, and does it seem to comply 
with the requirements?

Dear Francis

I write regarding your email of 13 February 2008.  The guidance note 
referred to permits reproduction of the Record of Proceedings both 'in 
any medium' and 'for the purposes of research'.  Your 'readme' notice 
indicating that the database is intended for linguistic analysis and 
not factual purposes would satisfy our requirement that the record is 
not used in a misleading manner.
